Can I jump in a small dinghy with an outboard and drive over to the Isle of Wight from the mainland?

I’m not asking whether it’s safe or not, just wondering what laws (if any) exist to prevent me from driving a small but stable inflatable boat/tender with a 4hp outboard over to the Isle of Wight from the mainland (eg Portsmouth, Southsea etc). Can it be done? Does anyone need to be contacted? Can you suggest any good places to arrive at?

    You would be better off trying to walk across as it would be quicker and hopeful you wont run out of food sorry fuel!
