Are there specific rights/contracts offered by the government to operate ferry services to the Isle of Wight?

I was wondering if you need a specific license or right to operate a ferry or shipping service between places such as the Isle of Man or more specifically the Isle of Wight and if so, can these rights be bought/sold/acquired or lost by operators.
