It's a bit of a mixed bag.
There certainly are some grim areas (see Fredbob answer). When I di some work in Portsmouth, I thought "What a dump!" I saw some filthy streets inhabited by sub-humans. However, there are also lots of quiet, clean terraced streets with friendly people. I have grown to like it and now enjoy a trip to Pompey!
Southsea at the south end is a lovely seaside resort with grand villas near the sea front.
Most of the shopping area isn't much but Gunwharf Quays is excellent, with nice outlet shopping and lots of places to eat.
There are plenty of museums, including the world class Historic dockyard.
There are good road and rail connections to London and elsewhere. There are ferries to the continent and Isle of Wight.
There is a feeling of great pride in Portsmouth that is lacking in many towns. It's not everybody's cup of tea but it's got a bit of character!
